| SEVEN LAKES – N.C. Department of Transportation crews will conduct nightly closures on a section of a Moore County road starting this week as part of the ongoing N.C. 211 widening project. A section of Seven Lakes Drive from N.C. 211 to MacDougall Drive will close nightly Sept. 10-17, weather permitting. Work will begin each night at 9 p.m. and reopen by 6 a.m. the following morning. The closures are necessary for crews to replace storm drains and crossline pipes, and to relocate waterlines. During the closure, motorists will be detoured via N.C. 211, Love Grove Church Road, Carthage Road and Seven Lakes Drive. Transportation officials remind drivers to plan ahead, be alert to construction crews in the area and obey all posted traffic signs. Work Continues on Midland Road Project in Moore County
Lane closures upcoming for milling and resurfacing work
SOUTHERN PINES – N.C. Department of Transportation crews have completed preliminary construction on the ongoing Midland Road improvements project in Moore County and will continue maintenance along the roadway this month.
NCDOT crews finished installing planned U-turn bulbs and selectively removed trees at multiple locations to enhance sight distance. Crews have also taken out each of the crossovers designated for removal and installed temporary wooden bollards to clearly mark the updated traffic pattern and prevent further use.
Weather permitting, the paving contractor, S.T. Wooten plans to begin milling and resurfacing Midland Road between Airport Road and Clark Street later this month.Transportation officials anticipate periodic lane closures during non-peak daytime travel hours while crews are working in the area. The work is expected to take about three months.
Once complete, the segment of Midland Road from U.S. 1 to Clark Street will transition to a single lane in each direction with a designated bike lane, while the segment from U.S. 1 to Airport Road will remain a four‑lane divided roadway.
In addition to new pavement and updated markings, crews will install landscape plantings this fall in the areas where crossovers were removed, adjacent to the bollards. As the vegetation matures, the bollards will be selectively removed.

NCDOT Awards Repaving Work for Moore County
ABERDEEN – Two highway sections and 14 secondary roads across Moore County will be repaved under a $4 million contract awarded last week by the N.C. Department of Transportation.
The milling and resurfacing will be done to the following road sections, which total 25 miles:
- N.C. 705 in the Robbins area for about 2.6 miles
- N.C. 24/27 in the Carthage area for about 5 miles
- Kennedy Drive
- Boone Road
- Harrington Road
- South Carbonton Road
- Cool Springs Road
- McCaskill Road
- River Daniel Road
- Merry Oak Road
- Cooper Road
- Samuel Medlin Lane
- Dawkins Street
- McKeithen Road
- Yadkin Road
- McIntosh Road
Fred Smith Co. of Raleigh is expected to begin work early next year, and will have until the summer of 2027 to finish.
NCDOT Unveils Final Pinehurst Traffic Circle Design at MPO Meeting

MOORE COUNTY – To preserve history, and improve safety, a new design has been unveiled for a well-known intersection in Moore County.
The N.C. Department of Transportation Division Engineer, Reuben Blakley, presented the updated design for the Pinehurst Traffic Circle at the Sandhills Metropolitan Planning Organization meeting.
This design is the culmination of years of collaboration between NCDOT and local communities, aimed at improving traffic flow and reducing accidents at this historic intersection. The traffic circle, located within a National Historic District, serves as a key gateway to the Village of Pinehurst and is facing increasing traffic demands.
Initiated in 2013 as STIP Project U-5976, the project addresses safety and operational concerns. In the summer of 2024, NCDOT hosted public meetings in Aberdeen, Pinehurst, and Carthage to share the proposed Continuous Flow Intersection concept. Over 800 people attended these meetings, and more than 600 comments were received, which significantly influenced the final design. Through these over 600 comments, NCDOT listened to the community and made several modifications.
The new plan preserves the character of the traffic circle while accommodating future traffic volumes projected to reach 80,000 vehicles per day by 2050 at an acceptable level of service. It significantly reduces right-of-way impacts and tree removal while enhancing efficiency, all at a lower cost.
“This design incorporates community input and balances historic preservation with future traffic demands,” stated Blakley.
Construction is expected to take place between the 2029 and 2035 U.S. Opens and will be coordinated with the widening of U.S. 15-501 (R-5927) north of the circle to minimize disruptions.

NCDOT Is Seeking Input on a Project to Improve Multiple Intersections on NC 690 in Moore County
Intersection improvements along N.C. 690 (Lobelia Road) southeast of Vass, Moore County

Project Overview
State Transportation Improvement Program (STIP) Project Number R-5824 proposes intersection improvements and roadway rehabilitation to N.C. 690 (Lobelia Road) from McLaughlin Road/J. Burns Road (S.R. 2014) to Buffalo Creek. The proposed improvements are in Moore County, southeast of Vass town limits.
STIP Project R-5824 proposes improvements to the intersection of N.C. 690 (Lobelia Road) at McLaughlin Road/J. Burns Road (S.R. 2014) and the intersection of N.C. 690 (Lobelia Road) at Morrison Ridge Road (S.R. 2021). The project proposes reconstructing portions of N.C. 690 (Lobelia Road) to improve safety at horizontal and vertical curve locations near Little Creek and east of Wright Road (S.R. 2020) to west of Buffalo Creek. The project is being designed to follow the 3R Design Criteria.
3R Design Criteria
3R refers to Resurfacing, Restoration or Rehabilitation. The basic purposes of resurfacing, restoration or rehabilitation (3R) projects are to preserve and extend the service life of existing highways and streets and to enhance safety. Because of limited resources, individual rehabilitation projects may have to be limited in scope in an effort to preserve the mobility function of the entire highway system. The scope of 3R projects varies from thin overlays and minor safety upgrading to more complete rehabilitation.
3R projects are those which address pavement needs and/or issues and which substantially follow the existing horizontal and vertical alignment compared to typical reconstruction projects that substantially deviate from the existing horizontal and/or vertical alignment and/or add capacity.

Public Meetings Set for Pinehurst Traffic Circle
PINEHURST – The N.C. Department of Transportation will hold three public meetings in the next two weeks regarding potential improvements to the Pinehurst Traffic Circle.
The purpose of this project is to improve traffic safety and operations, and to increase the intersection capacity and efficiency.
The meetings will allow the public to ask questions and provide feedback on the recommended design, a “Continuous Flow Intersection” or “CFI.”
