Strategic Transportation Investments Law (STI)

In 2013, the North Carolina General Assembly enacted the Strategic Transportation Investments (STI) law, which represents a fundamental shift in the way transportation projects are prioritized and funded in North Carolina.  For more information on STI, please visit the NCDOT’s main STI website or NCDOT’s STI Resources website.

Call for Projects and Prioritization Subcommittee

As part of the Prioritization 7.0 process, CPRPO is permitted to submit up to 23 projects in each mode of transportation (highway, bicycle/pedestrian, transit, aviation, rail, and ferry) for scoring.  In February 2023, the CPRPO RTAC appointed members to a Prioritization Subcommittee that was charged with soliciting project ideas from local governments and developing a draft list of projects to be submitted for scoring.  This subcommittee met three times (in March and May 2023) and released its draft project list on June 13, 2023.  Local governments and members of the public were able to comment on this draft until July 12, 2023.  The Prioritization Subcommittee met again in July 2023 to review the comments received (none were received) and develop a final draft list of projects.  Committee made no changes.

Approved List of Project Submittals (August 2023)

On August 10, 2023 the TARPO RTCC and RTAC reviewed the draft project list that had been developed by the Prioritization Subcommittee in June, and approved the submittal of the projects shown on that list.  In addition, the committees approved continuing to receive aviation, rail and public transit submittals until September 11, 2023 on a first come-first serve basis.  The RTAC also requested that NCDOT Division 8 consider submitting two bicycle/pedestrian projects each that had been requested in Siler City and Sanford but were beyond the limit of 23 projects that CPRPO could submit.  This approved project submittal list can be found here. 

Carry-over Projects from Prioritization 6.0

In Prioritization 7.0, certain types of projects that were submitted in previous rounds of prioritization will automatically carry-forward for reconsideration in the current round of prioritization without needing to be submitted.  See below for a list of projects:

Final List of Projects Scored in Prioritization 7.0

The final list of projects that will be scored in Prioritization 7.0 includes the projects submitted by CPRPO, projects submitted by NCDOT Divisions, projects submitted by neighboring MPOs/RPOs that cross into CPRPO, and carry-over projects.  When these are combined, there are a total of 17 aviation projects, 29 bicycle/pedestrian projects, 41 highway projects, 5 rail and 6 transit projects either wholly or partially within the CPRPO region (98 total).

Local Input Point Methodology (Adopted April 11, 2024)

As part of the STI process, RPOs have an opportunity to assign “local priority points” to projects in their regions.  In 2012 the General Assembly passed a law requiring that RPOs have a documented process for assigning these local input points. CPRPO adopted an updated policy for Prioritization 7.0 on April 11, 2024. 

Prioritization 7.0 SPOT Scores Released (May 24, 2024)

The SPOT office released the SPOT quantitative scores for all projects currently being considered on May 24, 2024. Download full state-wide list here.

CPRPO and SMPO’s* Draft Scores and Draft Lists of Projects to Receive Regional and Division Points Released

*Sandhills MPO was established as an MPO in December 2023 and represents southern Moore County. CPRPO is working with them through this cycle of prioritization since they were previously part of CPRPO.

Using the approved Local Input Point methodology, developed draft Regional and Division scores for CPRPO and SMPO (click on the organization name to see the scores).

Next, a list of projects to receive local input points at the Regional tier was developed for CPRPO and SMPO (click on the organization name to see the draft lists). Another list was developed of projects to receive local input points at the Division tier for both CPRPO and SMPO.

On July 23, 2024, a 14-day Public Comment Period opened for these lists of projects. Written comments can be sent by mail or electronically to Karyl Fuller, 4307 Emperor Blvd., Durham, NC 27703 or KFuller@centralpinesnc.gov. There will be additional Public Involvement events including a Public Workshop and a Public Hearing. The Public Workshop will be held August 6th from 10 AM – 12 PM at Holmes Meeting Room, Chatham Community Library, 197 NC Hwy 87 N, Pittsboro, NC 27312. It will be drop-in, workshop format and include an opportunity for participants to provide written comments and ask questions. Also, there will be a Public Hearing held at the beginning of CPRPO’s TAC meeting on August 8th, 2024, at 12:00 PM in the Buggy Conference Room, 115 Chatham St. (come in the back), Sanford, NC.

On August 6, 2024, a Public Workshop on the draft Local Input Points Assignments for Regional and Division Projects was held at the Holmes Meeting Room, Chatham Community Library, 197 NC Hwy 87 N, Pittsboro, NC.

CPRPO and SMPO’s* Final Lists to Receive Regional Local Input Points Approved (August 8, 2024)

On August 8, 2024, CPRPO held a public hearing and approved the final Local Input Point Assignments for Regional Projects and affirmed SMPO‘s. There was no changes from the draft lists.
